Test 6 Section 6 - #7 (page 719)
Basically we're looking at concise expression here. The way it's written -- "whether sailed or did not" is redundant. Whether already implies they may or may not have. We can say the same thing much more concisely using D. That they sailed is uncertain, but they COULD have.
